Village of Broadview Executive Order No. 2025-03

WHEREAS, for several months, the U.S. Department of Homeland Security ("DHS"), through its subsidiary agency, the U.S. Immigration and Customs Enforcement ("ICE"), has engaged in an unprecedented and chaotic nationwide campaign to target, round up, detain, and deport any person suspected of unlawfully residing in the United States; and

WHEREAS, as a result of this surge in raids and arrests targeting immigrants, the Village of Broadview (the "Village") has been under siege because the ICE Processing Facility ("BPF") for those arrested in "Operation Midway Blitz" is located in the Village at 1930 Beach Street, Broadview, Illinois; and

WHEREAS, DHS and ICE's reportedly poor treatment of those processed at the BPF has led to protests within the Village; and

WHEREAS, protesters have caused physical injury to Village police officers and Illinois State police officers; and

WHEREAS, there has been a death threat directed towards the Village President; and

WHEREAS, a serious and credible bomb threat has been directed towards the Village of Broadview Municipal Building where the Village holds its regular public board meetings; and

WHEREAS, on Saturday, November 15, 2025, protesters attempted to storm the Broadview Municipal Building and have made repeated threats to cause harm and continuous disruption to the Village and its officials in an effort to prevent the Monday, November 17, 2025 board meeting from occurring;

WHEREAS, the threat is ongoing and as such, I find that the emergency still exists;

NOW, THEREFORE, by the powers vested in me as the President of the Village of Broadview, and pursuant to Title 1, Chapter 5 and Title 6, Chapter 3 of the Village of Broadview Code of Ordinances ("the "Village Code") and any other approved ordinances or laws of the Village of Broadview and the State of Illinois, I hereby order the following:

SECTION 1: Effective immediately I declare a Civil Emergency in the Village of Broadview as a result of the credible threats made against Village Officials and municipal property.

SECTION 2: Effective immediately this 30th day of November, 2025, as President of the Village of Broadview, I find that conducting an in-person board meeting of the Village of Broadview imprudent in light of the threats against the lives of the Village officials, the safety and health of the public and the employees of the Village, and against Village property. 

SECTION 3: Effective immediately this 30th day of November, 2025, and until I deem the emergency no longer imminent, the regular scheduled board meetings Of the Village Of Broadview will be conducted remotely in a manner which permits for all members of the board to be verified, able to hear one another and hear all discussion and testimony; where members of the public are permitted access to contemporaneously hear all discussion, testimony, and roll call votes via a live YouTube stream, and provide public comments to the Clerk by 5:30 p.m. on the day of the board meeting.

SECTION 4: This Executive Order shall be in full force and effect unless otherwise superseded by further executive orders or through legislative action.

SECTION 5: This Executive Order shall be distributed in accordance with the Village Code.

SECTION 6: This Executive Order is not intended to, and does not, except as specifically set forth herein, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the Village, its departments, agencies, or entities, its officers, employees, or agents, or any other person. This Executive Order shall be deposited and kept immediately available on file for inspection in the office of the Village Clerk. Copies of this Executive Order shall be distributed to the members of the Village's Board of Trustees. All recitals set forth above shall be incorporated into this Executive Order as if full restated herein.
